Apart from the miraculous, it's impossible to escape from nuclear annihilation. While it's possible the exodus could be carried on the wings of a dove, it's more likely something will cause people to want to leave before the "one hour" destruction takes place. I think Jeremiah 50:16 gives us the answer: "For fear of the oppressing sword Everyone shall turn to his own people, And everyone shall flee to his own land."

Sounds like martial law and government oppression to me.
