Will Eliyahu (Elijah) precede the restoration of 10-Israel?
Before the primary question is considered, lets ponder another related one: Did Eliyahu precede and bring about Judah’s return to the Land of Israel?
No, יהוה used the governments of men to restore Judah from Persia in antiquity and in recent history. I see no reason to put extra-requirements on יהוה in order to restore Ephraim (10-Israel). We know from Scripture that Eliyahu will precede the Terrible Day of יהוה and Messiah (see When will Eliyahu come?), but where does it say Eliyahu will precede the regathering of at least a part of Ephraim?
Why should Ephraim receive a special prophet to evacuate them from suffering while Judah received no such prophet? Is Ephraim more special than Judah? No, Ephraim is not. Judah should have known and Ephraim should know that suffering and punishment is coming because of what Jeremiah 30:11 foretold. We can tickle our ears the same way Judah tickled her ears pre-1940s (thinking everything is going to be okay), but did the secular and religious false-prophets help save any of the Jews?
People question: I just don’t see how the poor are going to return to Zion. How are we going to make it financially? But the thing Ephraim must realize is that many of the rich of Judah were made poor because of the German Nazis. And the surviving poor of Judah found a way to return, by foot, by boat, and by plane. The wise remnant of Ephraim will do the same as the wise of Judah. The surviving remnant will likely do the same as well. I’m completely for Eliyahu supernaturally providing for Ephraim and Judah’s return. I would be content if יהוה just translated us all to Zion in the same fashion He did with Philip in Acts 8. And who knows, maybe He will do that in order to gather all “the woman” to Zion from the four corners of the Earth at a later period, but all I personally know now is that יהוה told His people to exit Babylon so we don’t experience her judgments. The instruction to do so is starting to sound more than a little compelling. I understand Mystery Babylon (America) didn’t come about until 1600 years after Revelation was given, but now we can identify Mystery Babylon the Daughter and we can discern the lateness of the age. Therefore, is it not prudent for us to leave Mystery Babylon before the proverbial and/or literal Persians destroy Babylon again?

When will Elijah (Eliyahu) come? Malachi 4
Malachi 4:1-6:
1 “For look, the day shall come, burning like a furnace, and all the proud, and every wrongdoer shall be stubble. And the day that shall come shall burn them up,” said יהוה of hosts, “which leaves to them neither root nor branch.
2 “But to you who fear My Name the Sun of Righteousness shall arise with healing in His wings. And you shall go out and leap for joy like calves from the stall.
3 “And you shall trample the wrongdoers, for they shall be ashes under the soles of your feet on the day that I do this,” said יהוה of hosts.
4 “Remember the Torah of Mosheh, My servant, which I commanded him in Horeb for all Yisrael – laws and right-rulings.
5 “See, I am sending you Eliyah the prophet before the coming of the great and awesome day of יהוה
6 “And he shall turn the hearts of the fathers to the children, and the hearts of the children to their fathers, lest I come and smite the earth with utter destruction.”
Many believe, and rightly believe, that Eliyahu (Elijah) already came in the form of John the Immerser (the Baptist). But just as Yehoshua (Jesus) is coming a second time, so Eliyahu is coming yet a second time as a preceding witness in order to prepare the way for Him (Yehoshua). Eliyahu has not yet “restored all matters” as the Prophet Malachi (Chapters 3-4) indicates he would (just as Yehoshua confirms below). Read the following passage, but be careful not to gloss over verse 11.
Matthew 17:10-14:
10 And His taught ones asked Him, saying, “Why then do the scribes say that Eliyahu has to come first?”
11 And Yehoshua answering, said to them, “Eliyahu is indeed coming first, and shall restore all matters.
12 “But I say to you that Eliyahu has already come, and they did not recognize him but did to him whatever they wished. In this way the Son of Adam is also about to suffer by them.”
13 Then the taught ones understood that He had spoken to them about Yohanan the Immerser.
Yehoshua did not deny the future event, but indicated Eliyahu was already in their midst and prepared the way for His coming. Also note with the following passage that the Disciples of Yehoshua believed Eliyahu of Malachi 4:5 had yet come to “restore all matters”. It was yet a future event, which is quite apparent even now (that is: it is still a future event).
Acts 3:19-23:
19 “Repent therefore and turn back, for the blotting out of your sins, in order that times of refreshing might come from the presence of the Master,
20 and that He sends Yehoshua Messiah, pre-appointed for you,
21 whom heaven needs to receive until the times of restoration of all matters, of which Elohim spoke through the mouth of all His set-apart prophets since of old.
22 “For Mosheh truly said to the fathers, יהוה your Elohim shall raise up for you a Prophet like me from your brothers. Him you shall hear according to all matters, whatever He says to you.
23 ‘And it shall be that every being who does not hear that Prophet shall be utterly destroyed from among the people.’ [ref. Deut. 18:18-20]
History and prophecy are frequently repeated or reoccur in dual events. In fact, sometimes History is Prophecy (for example: the First Exodus is a historical event that prophesied the Greater Exodus of Jeremiah 16 and 23).
The Great and Terrible Day
Now we just need to figure out when the Great and Terrible Day of יהוה is (otherwise known as the Great Tribulation). There are many things that point to its arrival in the middle of Daniel’s 70th week, a 7 year Shmittah cycle, and lasting for 3 1/2 years or 42 months (Daniel 7:25,12:1; Matthew 24:21; Revelation 11:2-3,12:14,13:5). Malachi does not specify exactly how long “before” the Terrible Day of יהוה that Eliyahu will come. We simply know it is any time between “now” and the start of the Great Tribulation. There is good reason to believe he will be one of the Two Witnesses of Revelation who gather the First Fruits (the 144,000) to Jerusalem to be sealed, those representing a remnant from Judah and 10-Israel, just before the Terrible Day. Unless the regathering of the 144,000 (Rev 7) and “the woman” (Rev 12) is supernatural, it will take some amount of time to raise a sign in Tzion for them to see and be drawn to. Even so, Eliyahu will certainly be communicating urgency if the timing of the Day of Wrath is known and coming quickly.
There is an intriguing parallel between the 3 1/2 years that Eliyahu stopped the rain during King Ahab’s reign (I Kings 17:1) and the future 3 1/2 years of Great Tribulation. Yet again, it is uncertain how soon Eliyahu will come before the beginning of the 42 months, but we should find comfort in knowing that a great prophet will be warning the sheep before the Terrible Day. Just make sure your ears are open and willing to hear his message (much of the Christian, Jewish, and Secular world will oppose him). His message will not contradict the Prophets of the Tanakh. It will resemble Malachi 3-4 especially. And just like those righteous prophets of old, the people will want to kill Eliyahu too.

How do we know the Shmittah (Sabbath) and Yovel (Jubilee) Year Cycle?
The Babylonian captivity (605-536 B.C.) lasted seventy years because Israel violated 70 Sabbath years. (Leviticus 26:31-35; 2 Chronicles 36:21,22) God reckoned the apostacy of Judah and Israel to be 430 years. (Ezekiel 4:5,6) The number of Sabbath years in 430 years is 70! This proves mathematically a Jubilee cycle has to be a repetition of “seven sevens” which is 49 years. God established the annual feast of Pentecost as an annual “shadow” of the Jubilee Calendar. The 50th day always fell on the first day of the week. - Wake Up America Seminars
In his book, Know the Future p.96, Tim McHyde goes into great detail explaining why the Jubilee (Yovel) is a 49 year cycle, not a 50 year cycle. Basically, the 1st year of every 49 year cycle is also considered the 50th year (the Jubilee). An opposing and prevailing Talmudic view (also held by many End Time scholars) is that there is a 49th, 50th, and then a separate 1st year (starting the count anew). McHyde writes:
Identifying the historic Sabbath and Jubilee year cycles is not as hard as it at first sounds. As we covered above, every Sabbath year must be a multiple of seven years from any other, just as every Jubilee year must be a multiple of 49 years (not 50) from any other. So, if you have evidence for enough Sabbath or Jubilee years across history, you can easily validate them against each other and come to a harmony that points to what the true cycles are. p.98
Qadesh La Yahweh Press is one of the few groups of chronologists that go by the 49 year cycle (continuous cycle of 7 years). In other words, instead of adding 50 to 50 to 50 and so on… they add 49 to 49 to 49. What follows is one of their more important findings:
“…the book of Nehemiah places Ezra’s public reading of the Law during the Feast of Tabernacles, thereby signifying a sabbath year, in the seventh month of the twentieth Persian year of Arta-xerxes I, while Josephus, I Esdras, and the book of Ezra place it in his eighth Babylonian year. Nevertheless, both dates represent the same year, 456/455 B.C.E. The next year, 455/454 B.C.E., was a Jubilee. As we proceed with the evidence for subsequent sabbath years, it will become quite apparent that these above dates are correct and represent the original sabbath and Jubilee cycle.” -The Sabbath and Jubilee Cycle, p.168.
Connecting the start of Jesus/Yehoshua’s ministry to a Sabbath Year, McHyde writes:
…if 456/455 BCE was a Sabbath year, then 28/29 CE, some 69 Sabbath year cycles later, would indeed be a Sabbath year (-456 + 7 * 69 + 1 for no year zero). If Jesus proclaimed a Sabbath year to fulfill Isaiah 61 at the end of the 69th Week, then we can reasonably expect him to fulfill that prophecy fully in another Sabbath year at the end of the 70th Week. p.99
2009/2010 CE will be the next Sabbatical Year (according to this reckoning), with 2016, 2023, 2030, 2037, 2044, etc… following subsequently. Also, 2045/2046 CE will be the next known Jubilee Year based upon the findings of Yahweh.org and others (49 * 39 + 134 = 2045). 134 CE was found to have been a Jubilee Year, including several confirmed previous Jubilee years that reinforce the 134 CE dated event.
