Is the USA under “Martial Law” already?

Representative of the 26th District of North Texas, Michael Burgess, claims in a speech before Congress that the Speaker of the House declared Martial Law last night. You'll notice the comment toward the end of the following video.

It is likely he was speaking figuratively in the context of "Martial Law" being in place in the U.S. House because of the way the Republicans have been barred from so many critical meetings. He was likely not speaking about Martial Law being officially declared over the entire nation.
